i know it doesn't seem like a big deal that the guy was just whistling, but when someone does annoying shit over and over again, it can get to you. . .its kind of like Peter on Office Space when he kept hearing the receptionist answer the phone. . .i used to have a job where i had to sit next to this guy who would constantly hum the same damn song over and over through out the night, by the end of a 8 hour shift, i was ready to slam a stapler into his scrotum. . .the 20 weeks is excessive, but if the guy was doing it for the sole purpose of irritating his neighbors, it's harrassment. . .
